    dfcu BlueCare Targets the Growing Healthcare Protection Gap in Uganda

    Interview with Arthur Kintu, Head Bancassurance – dfcu Bank

    In Uganda, illness remains one of the fastest ways a household can fall into financial distress. Insurance penetration remains below 1 percent of GDP, and private health insurance still covers only a small portion of the population. For many families, a medical emergency can quickly mean exhausting savings, selling assets, or borrowing to pay hospital bills.

    Recognising this reality, dfcu Bank partnered with Jubilee Health Insurance to introduce dfcu BlueCare, a health insurance solution designed to make quality healthcare more accessible while protecting families from the financial shock that illness can bring.

    In this interview, Arthur Kintu, Head of Bancassurance at dfcu, shares the thinking behind dfcu BlueCare, the gap it seeks to address, and why healthcare protection is increasingly becoming part of financial planning for Ugandan families.

     

    Q: Why did dfcu introduce dfcu BlueCare at this time?

    Arthur:
    Healthcare costs are one of the biggest financial uncertainties many families face today. A medical emergency often comes without warning, and the financial impact can be significant.

    At dfcu, we constantly listen to our customers and the realities they face. One of the concerns we hear repeatedly is the rising cost of healthcare and the difficulty many families experience when they need treatment.

    dfcu BlueCare was introduced as a practical response to that challenge. It allows individuals and families to access quality healthcare while protecting the financial stability they have worked hard to build.

     

    Q: What problem are you trying to solve for Ugandan families?

    Arthur:
    For many households, illness does not only affect health, it affects income, savings, and long-term plans.

    When a serious medical situation arises, families often have to mobilise resources very quickly. That might mean using up savings, borrowing money, or relying on family and community support.

    What dfcu BlueCare seeks to do is reduce that pressure. It allows families to plan ahead and ensure that when health challenges arise, they can access care without placing their financial stability at risk.

     

    Q: Who is dfcu BlueCare designed for?

    Arthur:
    The product was designed with the realities of Ugandan life in mind.

    Our customers include professionals, entrepreneurs, traders, and small business owners. Many of them are working hard to build a stable future for themselves and their families. However, one unexpected hospitalization can quickly disrupt that progress.

    dfcu BlueCare serves individuals, families, and employers who want reliable healthcare protection. Customers can also extend the cover to their dependents, including spouses and children, under one policy.

     

    Q: What kinds of medical needs does dfcu BlueCare cover?

    Arthur:
    dfcu BlueCare supports a wide range of medical needs that families commonly face.

    The cover includes inpatient treatment such as hospital admissions, surgeries, specialist care, and diagnostic tests. It also includes outpatient services like doctor consultations, laboratory tests, and prescribed medication.

    In addition, the cover supports maternity care, dental and optical treatment, and the management of chronic conditions such as hypertension and diabetes. It also provides support for serious illnesses, including cancer treatment and critical illness protection.

    The goal is to ensure customers can access care for both routine and serious health conditions.

     

    Q: Why was it important to offer different plan options?

    Arthur:
    Healthcare needs differ from person to person, and financial capacities also vary.

    That is why dfcu BlueCare offers four plan options: Bronze, Silver, Gold, and Diamond. Each plan provides different levels of protection, allowing customers to select coverage that aligns with their needs and financial comfort.

    For example, inpatient cover ranges from UGX 50 million to UGX 120 million per person annually, while outpatient cover ranges from UGX 2 million to UGX 7 million.

    This allows customers to choose a plan that works for their situation while still accessing meaningful healthcare protection.

    Q: How does the cover ensure customers can access treatment easily?

    Arthur:
    Access is a very important part of any health insurance solution.

    Through our partnership with Jubilee Health Insurance, dfcu BlueCare customers can access a wide network of accredited healthcare providers across Uganda.

    Once enrolled, customers simply present their medical insurance card at an approved facility and treatment is billed directly to the insurer. This allows patients to focus on receiving care without the stress of upfront payments.

     

    Q: What would you say to someone considering health insurance?

    Arthur:
    Health insurance is about preparation.

    Many people only realise the importance of medical cover when they face an unexpected health situation. Unfortunately, by that time the financial pressure can already be significant.

    dfcu BlueCare allows families to protect both their health and the progress they have worked hard to build.

    When people know they are protected, they can focus on living their lives, building their businesses, and planning their future with confidence.
