    When Uganda carved space for women in Parliament, it wasn’t just changing the rules, it was changing the country’s future. That bold experiment worked, turning a Male-dominated chamber into a place where women now hold over a Third of the Power.

    But a system designed to open doors must make sure those doors don’t eventually jam shut. While youth and elderly MPs face the natural, unstoppable clock of age that forces them to move on, the Women’s Affirmative Action Agenda has no such boundary. Without an internal clock, a temporary ladder can easily become a permanent rooftop.

    Introducing a two-term limit for District Women Representatives isn’t about pulling anyone down; it’s about making sure the ladder keeps moving, transforming these seats from a final destination into a launchpad for the fresh, capable voices waiting their turn.

    Uganda’s affirmative action is one of the country’s most important governance gains. The next phase of reform should focus not only on expanding representation but also on strengthening leadership renewal. This would preserve the achievements of affirmative action while widening access to leadership for new generations of women.

    When Uganda adopted affirmative action for women, it was a deliberate constitutional intervention to correct historical exclusion and expand women’s participation in governance. At the time, women faced structural, cultural, and economic barriers that severely limited their presence in leadership.

    Today, the results are clear. The 12th Parliament, as of 11th June 2026, out of 549 Members, 135  are District Women Representatives, and 10 City Women Representatives (Parliament of Uganda, n.d.). Placing Uganda among Africa’s leading countries in women’s political representation. This progress reflects the implementation of Articles 32 and 33 of the Constitution, which mandate affirmative action and guarantee women equal dignity while allowing measures to address historical disadvantage.

    These provisions are reinforced by Article 78(2), which requires Parliament to periodically review the representation of special interest groups, including women. This means affirmative action was never designed to be permanent in form, but adaptive in practice.

    From Representation to Renewal

    The success of affirmative action has shifted the debate. The question is no longer whether women can lead, but how to ensure leadership opportunities remain open and continuously accessible. A key concern is that reserved seats, over time, may shift from transitional platforms into long-term positions. This can unintentionally limit access for other capable women and reduce the original intent of widening opportunity.

    This concern is grounded in two key considerations: the need for continuous democratic renewal and the principle of fair access to opportunity. Democratic systems function best when leadership is regularly refreshed, allowing new ideas, perspectives, and participants to emerge. In this regard, reserved seats are most effective when they serve as entry points into leadership rather than long-term positions. Closely linked to this is the question of fairness in opportunity. When the same individuals remain in the same positions for extended periods, it can unintentionally limit access for other capable women who are equally prepared to serve, particularly in a political environment where demand for participation continues to grow.

    The Electoral Reality

    Uganda’s political environment reinforces this concern. Elections are increasingly shaped by incumbency advantage, financial resources, visibility, and established networks. While affirmative action opened doors for women, prolonged occupancy of the same seats can make it harder for new candidates to compete on an equal footing. This creates a tension: a system designed to expand opportunity risks concentrating it over time.

    A Case for Term Limits

    A two-term limit for District Woman Representatives offers a practical way to address this imbalance while preserving the gains already achieved. It would encourage leadership renewal, expand opportunities for emerging women leaders, and strengthen democratic competition.

    Importantly, it would not remove experienced leaders from public life. Instead, it would support their progression into constituency politics, party leadership, ministerial roles, or other national positions. Affirmative action would then function as a pathway into leadership, not a permanent position within it.

    For this reform to be effective, it should be supported by structured mentorship, allowing outgoing leaders to transfer experience and networks to emerging women leaders. This would strengthen continuity while ensuring generational renewal.

    Guided by Article 78(2), Parliament also has an opportunity to review whether current affirmative action structures continue to meet their constitutional purpose in a changing political environment.

     

    At the heart of this debate are two important contemporary governance ideas: substantive representation and the leadership pipeline approach. Substantive representation, as advanced by Anne Phillips, argues that women’s inclusion in political institutions is meaningful only when it remains dynamic and responsive, allowing continuous entry of diverse voices rather than the long-term occupation of positions by a limited group. Complementing this is the leadership pipeline approach in modern governance thinking, which views inclusion systems not as endpoints but as structured pathways that prepare leaders for progression into broader political roles. Together, these perspectives reinforce a key principle: affirmative action should function as a gateway that continuously expands access to leadership, rather than a fixed structure that concentrates opportunity over time.

    Ultimately, the effectiveness of affirmative action is not measured by how long individuals hold office, but by how many women it enables to enter it.
