The Deputy Speaker, Thomas Tayebwa, has directed the Minister of State for Sports, Hon. Peter Ogwang, to intervene in a matter involving the delayed release of transcripts and certificates to former students of Ndejje University.

The directive followed the presentation of a petition to Parliament on Wednesday, 05 August 2026 by Hon. Apio Eunice (UPC, Oyam County North) on behalf of Ms. Tamali Okao, the former Director of St. Stephen Nursery Teachers’ College in Lira.

The petition states that 102 students who completed their studies between 2017 and 2022 have not received their academic transcripts and certificates despite the affiliated institution clearing all outstanding financial obligations to Ndejje University in May 2023, a condition the university had set for the release of the documents.

According to the petition, St. Stephen Nursery Teachers’ College was affiliated to Ndejje University from 2015 to 2022 following a Ministry of Education and Sports requirement that nursery teachers’ training colleges affiliate with universities.

However, delays in government remittances for 18 students from Karamoja who were sponsored by government led to the accumulation of outstanding dues with the university, which were later fully settled.

The petitioner says repeated engagements with Ndejje University and appeals to the National Council for Higher Education have failed to resolve the matter, leaving affected graduates unable to secure employment, pursue further studies or take advantage of other opportunities because they cannot produce proof of their academic qualifications.

Petitioners further asked Parliament to compel Ndejje University to release the academic documents without further delay, establish an inquiry into similar cases affecting other students, require the Ministry of Education and Sports and education regulators to put in place effective mechanisms for handling such disputes, and reimburse the institution for the costs it incurred in clearing fees for the government-sponsored Karimojong students.

“That the expected remittances from government were never compensated to date causing the institution to accrue unpaid dues with Ndejje University,” she said.

Referring the matter Ogwang, Deputy Speaker Tayebwa tasked the ministry to engage the relevant stakeholders and address the concerns raised in the petition.

“The minister can take quick action and report back to this House on Wednesday,” he said.

Minister Ogwang pledged to follow up the matter and ensure that an appropriate resolution is reached.

He called upon people with the same problems to approach the Ministry of education.

“I have asked the committee that we will handle these issues on Tuesday, if I had this information early enough, I would have come with a response.” Ogwang said.

He said at committee level they have been dealing with a similar matter of Kyambogo University students who finished school and were awarded academic documents for a course they did not undertake.
