Former presidential candidate Bulira Frank Kabinga has unveiled a strategic roadmap aimed at advancing Uganda into a federal democratic republic through inclusive national dialogue and nationwide consultations.

During an evaluation meeting of the Uganda Federal Democratic Organization held at Kolping Hotel Makerere Kavule, they outlined key resolutions focused on uniting opposition political parties and stakeholders.

Bulira  unveiled a new political initiative, revealing that he has formally written to all registered political parties in Uganda proposinga joint meetingto discuss a unified strategy to overthrow President Yoweri Museveni’s government.

Bulira confirmed that his correspondence invites opposition parties to a roundtable aimed at moving beyond theelectoral disappointment of the January 2026 polls and consolidating efforts toward what he termed the “next phase of the liberation struggle”

“It is no longer sustainable for the opposition to operate in silos,” Bulira told journalists.

“I have written to all political parties to propose a joint meeting. We need to sit together and discuss, once andfor all, a collective strategy on how we can liberate this country from the grip of Museveni’s government. The people are suffering, and the current system has failed them.

“Bulira, who finished fifth in the presidential election according to Electoral Commission figures, has consistently rejected the official results.

He maintains that his party’s parallel tally showed a different outcome, though he has ruled out a legal challenge, arguing that the courts do not offer an independent avenue for redoes.

The RPP leader made it clear that his proposed meeting would focus not on litigating the past election but on building a sustainable coalition capable of challenging the ruling National Resistance Movement in the years ahead.

Bulira, who ran his campaign on a platform of federalism as the solution to Uganda’s governance challenges, positioned himself as a convener willing to bridge the divides that have historically weakened opposition efforts.

He declined to specify which parties had responded to his invitation but expressed optimism that the urgency of the moment would compel all opposition actors to come to the table.”The time for waiting is over,” he concluded.

“We must act now, and we must act together. The people of Uganda deserve nothing less than a united front committed to their liberation.
