    URSB targets positioning Uganda as the Best Destination for Doing Business

    URSB targets positioning Uganda as the Best Destination for Doing Business

    In a strategic move toward transforming Uganda into the region’s most attractive hub for doing business, the Uganda Registration Services Bureau (URSB) has launched its five-year Strategic Plan IV (2025/26–2029/30). This visionary blueprint sets Uganda on a clear path to becoming the best destination for doing business, while fostering sustainable growth and global competitiveness.

    Approved by the National Planning Authority, the plan reflects URSB’s renewed commitment to delivering secure, innovative, and citizen-centered services that unlock opportunities for Ugandans and international investors alike. Anchored on the national theme “Positioning Uganda as the Best Destination for Doing Business,” the plan aligns seamlessly with Vision 2040, the National Development Plan IV, the United Nations 2030 Agenda, the African Union’s Agenda 2063, and the East African Community Vision 2050.

    Building on Momentum, Driving Transformation

    URSB’s Strategic Plan IV builds on the achievements of its predecessor, which delivered remarkable results. Under Strategic Plan III, URSB:

    • Boosted uptake of registration services, particularly in business, insolvency, and intellectual property.

    • Increased Non-Tax Revenue collections by 55.22%, growing to UGX 107.12 billion.

    • Streamlined and digitalized services through innovations such as the Online Business Registration System (OBRS), making it faster and easier to formalize businesses.

    • Strengthened Uganda’s commercial legal framework, modernizing key laws to support private sector growth.

    • Issued Uganda’s first Geographical Indication certificate, showcasing the role of intellectual property in unlocking value for Ugandan products on the global market.

    These milestones have positioned URSB as a driving force for business facilitation and institutional transformation.

    A Vision of Excellence and Opportunity

    Looking ahead, Strategic Plan IV defines bold objectives aimed at making URSB a Centre of Excellence in registration services. With a strong focus on innovation, service delivery, and institutional resilience, the plan underscores Uganda’s ambition to stand out as the region’s most investor-friendly economy.

    Chief Guest and Ag. Director of Economic Affairs, MoFPED, Mr. Moses Kaggwa, noted:

    “This Strategic Plan aligns seamlessly with the Fourth National Development Plan and Vision 2040. Its objectives—expanding access, strengthening the legal framework, and supporting innovation—mirror national priorities of industrialisation, private sector growth, and job creation. The UGX 552.78 billion resource framework outlined must be matched with disciplined implementation and strategic resource mobilisation.”

    Permanent Secretary, Ministry of Justice and Constitutional Affairs, Mr. Robert Kasande, highlighted URSB’s reform track record:

    “Over the past five years, 90% of targeted reforms were completed, including amendments to the Companies Act and the Insolvency Act. These reforms not only modernised laws but also fostered transparency, safeguarded investors, and reinforced Uganda’s credibility as a business destination. Strategic Plan IV builds on this by embedding accountability through stronger monitoring, risk management, and gender-responsive planning.”

    Board Chairman, H.E. Amb. Francis Butagira, reaffirmed URSB’s vision:

    “URSB is committed to creating an environment where investors, innovators, and entrepreneurs can thrive. Our mandate is clear—to make Uganda the destination of choice for doing business. This new Plan, anchored in Vision 2040 and NDP IV, is about formalising opportunity and driving transformation.”

    Registrar General, Ms. Mercy K. Kainobwisho, emphasised continuity and progress:

    “This Strategic Plan represents both renewal and continuity. Over the last five years, registrations grew by an average of 21% annually, reflecting the increasing relevance of our services. We also recorded major milestones: steady growth in company registrations, Uganda’s first Geographical Indication for Rwenzori Mountains of the Moon Coffee, and expanded access to affordable credit through the Security Interest in Movable Property Registry. These achievements show what is possible when innovation meets commitment.”

    Driving Uganda’s Global Competitiveness

    With this plan, Uganda signals to the world that it is open for business—backed by strong institutions, digital innovation, and an enabling policy environment. URSB’s bold agenda not only strengthens Uganda’s economy but also cements its reputation as a trusted gateway for trade, investment, and enterprise in Africa.
