In a decisive move to address operational challenges and rebuild public confidence, Uganda Electricity Distribution Company Limited (UEDCL) has embarked on an ambitious transformation agenda under new leadership.

The initiative promises a comprehensive turnaround within the first 100 days, targeting increased efficiency and sustainable service delivery.

    A Critical Moment for UEDCL

Appointed earlier this month, the new leadership team is acutely aware of the urgent need for reform.

Over the past 13 months, UEDCL has faced structural and infrastructure challenges leading to frequent outages, high technical losses, and declining public trust. These issues have hampered Uganda’s economic growth and threatened the utility’s reputation as a reliable utility electricity power supplier.

    A Strategic Reset

At the core of this transformation is a clear vision: “From Stabilization to Reliability and Public Trust.” This strategic shift aims to stabilize essential operations, reduce outages, and restore confidence among consumers, regulators, stakeholders and the public at large.

The leadership’s approach emphasizes professionalism, transparency, discipline, responsiveness, efficiency and accountability through measurable results.

They have outlined a targeted 100-day plan focusing on quick wins—such as infrastructure assessments, preventive maintenance, timely restoration, improved responsiveness, vegetation management and stakeholder engagement—while laying the groundwork for long-term reform.

    Key Initiatives and Strategic Collaborations

Central to the success of this overhaul is active collaboration with key government ministries, departments and agencies.

UEDCL’s leadership is working closely with the Ministry of Energy and Mineral Development to ensure policy coherence and the Electricity Regulatory Authority (ERA) to align operational standards with regulatory compliance requirements to enable the company achieve the set performance targets.

Furthermore, the Ministry of Finance, Planning and Economic Development continues to provide the necessary security of funding and financial oversight to sustain reforms.

These collaborations aim to streamline decision-making, optimize resource allocation, and foster an environment conducive to spur efficiency improvements.

The UEDCL’s immediate goals include achieving a 20% reduction in outage durations on priority feeders, making significant progress in reducing technical and commercial losses and complying with connection timelines as materials become available.

    Enhancing Efficiency and Accountability

To elevate the efficiency of the electricity distribution system, the leadership plans to deploy new technologies—such as real-time monitoring dashboards and advanced analytics—to optimize grid management.

They are also committed to instituting a performance-driven culture across the entire UEDCL through deployment of new KPIs, operationalizing the accountability systems, enhance cohesion and incentivize staff’s performance geared towards achieving the strategic objectives.

    Restoring Public Confidence and Engagement

Public trust remains a central pillar of the agenda. UEDCL has already initiated community engagement forums and media campaigns to keep citizens informed and involved.

The New leadership is commitment to open communication to bring the information gaps, address customer grievances swiftly, and showcase visible progress.

Additionally, rapid response protocols have been developed to promote emergency response to ensure that operational disruptions are managed transparently and effectively to further reinforce public confidence.

A Promising Future for Uganda’s Power Sector

Analysts suggest that such a comprehensive approach—coupled with strong political backing and stakeholder support—could mark a turning point for distribution electricity supply.

If successfully executed, the reforms could significantly improve service reliability, reduce operational costs, and elevate UEDCL’s reputation as a responsive and accountable utility.

    Conclusion

With a clear roadmap, robust collaboration, and leadership committed to change, UEDCL’s transformation agenda offers hope for millions of Ugandans who rely on stable electricity.

The coming weeks will be critical in determining whether this ambitious plan can turn the tide and restore the utility’s reputation as a reliable partner in Uganda’s development journey.

Uganda’s Electricity Supply Industry is Committed to Powering the Tenfold Growth Strategy.
