The President of the Revolutionary People’s Party (RPP) and Leader of the Uganda Federal Democratic Organization (UFDO), Bulira Frank Kabinga, who is among the eight candidates vying for Uganda’s top seat has spent his independence day in Seeta, Busukuma, Namulonge, in the Wakiso district, where Dr. Aggrey Kiyingi was laid to rest in October 2023.

As Uganda’s 63rd National Independence Day celebration were being held at the Kololo Ceremonial Grounds in Kampala where the incumbent Yoweri Museveni officiated, his rival Kabinga, who took over UFDO leadership following the death of Aggrey Kiyingi in 2023, his immediate predecessor and mentor whilst in exile, spent the day paying tribute to the fallen cardiologist in Busukuma.

‘’Our leader, we have arrived as you told various people; a person’s body dies but not the spirit. You told various people that we started this journey of fighting for federal governance whenever we moved and we are carrying the mantle to fulfil what you started . The Journey you started not only in Uganda but the whole world we commit to carry it on , and these are feet on behalf of Revolutionary People’s Party and  Uganda Federal Democratic Organization , asking for your authority and power, give Ugandans understanding and vision to understand that we are not in this election for fun but to fulfill what you started’’, Bulira emotionally said as he laid a wreath on Kiyingi’s grave.

Accompanied by the party and family members, Bulira said Kiyingi’s legacy will never be forgotten and his ambition of peaceful transfer of power will be achieved.

Bulira noted that the late Kiyingi’s spirit wanted the RPP’s candidate to start campaigns after visiting his graveyard for blessings and luck and this is evidenced by inconveniences they have faced recently including freezing of their finances by the current government.

Bulira is a Ugandan politician and the presidential candidate for the Revolutionary People’s Party (RPP) in the 2026 general election.

A former secondary school teacher, he was officially nominated by the Electoral Commission in September 2025. Bulira was the eighth and final candidate to be nominated, joining seven others in the contest for the presidency.

A veteran politician and leader of the Uganda Federal Democratic Organization (UFDO), Bulira is a strong advocate for federalism and other governance reforms.

In mid-September 2025, he made headlines for submitting endorsement signatures from at least 113 districts across Uganda, a decisive step in his campaign. His campaign is characterized by the clear message, “Like many others, Museveni must go”.

Born in 1982 Rubaga, Bulira was raised in Luweero. He completed his primary education in 1999 at Kasubi Church of Uganda Primary School before attending Mengo Senior School and Old Kampala Secondary School. He graduated from Kyambogo University in 2005 and later worked as a secondary school teacher.

His interest in public service began at a young age and was inspired by his late grandfather, Milton Kabinga, a former National Resistance Army (NRA) soldier. While at university, Bulira served as the national youth spokesperson for the Democratic Party.

He took over leadership of the UFDO in 2023 following the death of its founder, Aggrey Kiyingi.
